The license of a “new driver” shall not be renewed as a regular driver's license if he is convicted of the following offence:

- Not obeying a red light or not giving right of way.
- Driving a motor vehicle without valid insurance.
- Not stopping by the stop line besides a traffic light.
- Not placing a “new driver” sign on the vehicle’s rear window.
