- Is additional to any other punishment that is imposed by a court of law on a driver that committed a traffic offense
- Allows a police officer to disqualify a driver’s license following any traffic offense that is committed by the driver.
- Can only be exercised by a court of law.
- Is exercised only if no punishment was imposed on the driver by a court of law/
