- More than one passenger besides himself, unless sitting beside him is a qualified escort.
- Any passengers for as long as he is a “new driver”.
- More than two passengers apart from himself, unless sitting beside him is a qualified escort.
- More than four passengers besides himself, unless sitting beside him is a qualified escort.
